Galactic Emperor

At a meeting held on Canopus in the year 2306 an arrangement was brokered between the opposing factions called the Galactic Accord. The Galactic Accord provided for [The Galactic Patrol]], and the Overlords, to each exercise both political and military power within their respective spheres of influence. It also nominated 8 planets as being neutral, and prohibited both The Galactic Patrol and the Overlords from carrying out acts of war on these planets. These became known as the Adventure Planets.
It was also agreed that major disputes arising between The Galactic Patrol and the Overlords over spheres of influence would be referred by the political leaders of each organization to a supreme Galactic Emperor for a decision. The position of Galactic Emperor thus became the most powerful and important position in the Galaxy. This position can be claimed by any citizen of the galaxy whose rank is 50 or higher. A Galactic Emperor holds the position for 6 months or until defeated in Space Battle as provided below. Chapter vii of the Galactic Accord states: -
"Armed conflict between The Galactic Patrol and the Overlords shall continue unabated. Disputes between the parties regarding the inclusion of non-aligned planets in respective spheres of influence shall be referred to the Galactic Emperor for a decision. The decision of the Galactic Emperor shall be final and binding on both The Galactic Patrol and the Overlords.
The position of Galactic Emperor shall be held from time to time by either a member of The Galactic Patrol or the Overlords who is of rank 50 or higher. Any challenge for the position of Galactic Emperor shall be decided by Space Battle under the Rules of Space Battle. Where an incumbent Galactic Emperor is challenged to Space Battle they must accept the challenge within 7 days or forfiet their position. In the event that there is no incumbent Galactic Emperor then a challenge shall be fought between: -
(a) a current member [active within the last 7 days] of The Galactic Patrol, who is of Rank 50 or higher, and who is nominated by the highest ranked active [within the last 7 days] member of The Galactic Patrol to challenge on behalf of The Galactic Patrol; and
(b) a current member [active within the last 7 days] of the Overlords, who is of Rank 50 or higher, and who is nominated by the highest ranked active member [within the last 7 days] of the Overlords to challenge on behalf of the Overlords.
No person beneath the Rank of Marshall 5th Rank, The Galactic Patrol, or Chairman, Rank 50, Overlords, shall be eligible to claim the position of Galactic Emperor. Umon any member of either alliance reaching rank 50 for the first time, that member is entitled to claim the position of Galactic Emperor and hold that position until successfully challenged.”
