Pirates commit robberies committed at sea, or sometimes on the shore, without a commission from a sovereign Planet. Seaborne piracy against transport vessels carrying gold bullion and raw gems remains a significant issue on Skull Planet with estimated losses of $10 to $15 million per year.
The Jolly Roger is the traditional flag of all manner of sea and space pirates operating throughout the Milky Way Galaxy. The Jolly Roger originated on Earth and consists of a skull and crossed bones on a black background.
