Queen Annshi and her Upper Party have ruled the Massons for the past 17 years. Under Queen Annshis rule Elgan has prospered. Elgan has for many generations been famous throughout the Milky Way Galaxy for the high quality of the gemstones produced by its many deep mining operations. However Queen Annshi realized that the real profits were being made by others who purchased the gems produced by Elgan and processed them into fine jewelry.

Queen Annshi made the very unpopular decision to bring master craftspersons from other planets to process Elgan produced gems. During the ensuing period of 15 years Elgan has developed its own class of highly skilled gem processors with the result that Elgan now not only produces fine gemstones but also processes these fine gemstones into magnificent pieces of jewelry.
